Burning .mkv onto Dual layer?

Well if its a mkv its most definitely a .264 codec, and dvd players dont support that, only blu ray players as far as I know. Convertxtodvd works wonders yes. Along with a good quality disk there should not be any problems I only use verbatims and dont have one failed disk... It might be that your writer has a dirty lens and that is why you get errors.

As a data file or does it convert it to another file format?

It encodes it to DVD so that it can be played on DVD or Blueray players. You can burn it on as a data file if you wish.

I'm familiar with the encoding part, it's the data file part that remains an issue.

Unless the burning software re-encodes the mkv&payload to something a dvd player recognises I doubt a dvd player would know how to play it.
