A friend of mine in UK claims that he burned a 4 hour video in a very short time from a SSD. Are they so much quicker than a conventional HDD?

The bottleneck is the DVD and not the HDD/SSD.
SSDs are faster than HDDs though.

Don't know what to say or if I understand it right, the SSD is faster than a conventional HDD, but burning to disk should take the same amount of time, DVD writers is usually slower than a conventional HDD. The encoding/conversion part should probably be faster. So overall, from start with encoding and burning to disk is faster, but the burning part on its own debatable.

This depends. If he's burning to a DVD-DL disc with the proper writer, he might be doing the copy in a very short time because of it. If it's a Blu-Ray, the burning will be done even quicker, but a SSD won't necessarily speed any of this up.

I did a windows install for the first time on a SSD the other day:
From boot up to fully installed about 12 minutes (SSD)
HDD about 30 - 45 minutes
Start up:
SSD less than a minute
HDD about 2 minutes.

Depends. A SATA3/USB3 connected fast DVD/BD burner will notice benefits. Especially if copying many small files which may be all over the place, or the HDD is fragmented or it's a slow 5400 RPM drive. However, if your burner is connected via USB2 you probably won't notice a difference.

The connection between the optical part and the computer is usually the greatest bottleneck unless you're using some ancient burner or some very cheap disks.

Windows 8.1 boot time with HDD. ~12 seconds (~5 seconds BIOS)

Just kidding. There is a huge difference in speed. Well for me anyway. But my HDD's are very old. They on their last legs as it is.

Yeah, windows 8 changed how it boots. When you shut down the PC it saves an image of everything and then loads that image whens starting up.
