Buying a domain?

I'm interested in buying a domain but I'm unable to find the owners details on a whois search, I can only see it's registered under mweb. It's pretty much parked as far as I can see but I'd like to make an offer to the owner. Any advice on how to get the ball rolling?

Drats, no luck getting hold of anyone as the number is a burner and mweb can't assist
