So My friend tells me he ordered a laptop roughly the same price and payed R1000 at the post office which is fine with me, he also marked his product as a gift and the seller has also happily agreed to do it for mine but I think that R11500 sounds wrong somewhere along the line. The shipping used to get it here is USPS Priority mail so I assume at $160 it is a decent service with a good track and trace system.

What is it about the pc that you like, if its just the case and outer cosmetics, then why not just purchase this, excluding the psu, and get the parts locally. That way your parts are still under warranty! Importing the case will cost you, and warranty won't really be an issue, not like its going to fall appart anytime soon...
There are some stunning motherboards and processors available locally at pretty decent prices if you shop around a little, Ram is something i'd also import as its light and import duties are cheap considering the decent ram you can get for entry level local pricing.
The rest especially Hard Drives and Power Supplies local!

SARS can be crap shoot is all I can say when it comes to customs. You win some you loose some I have found.
Some "gifts" get through, others don't. Take your chances you might be lucky. Also, law in USA states that value must be marked on the parcel for export purposes. Now, you can ofcourse just make an agreement with your supplier to provide a dodgey invoice just in case they request one from you.
I also agree that if look is all you want then rather just purchase the chassis on its own and get the rest here. One faulty component, or something damaged in transit is going to mean even more shipping expenses.
As for import costs... many years ago I hunted down a Pierburg fuel pump for my car from a company in Florida. When SARS got it they added a 10% surcharge and according to their reasoning it is the adjustment added because of other parcels not being caught. Then there was a 20% import duty and then usual 14% VAT. This is how it wound up:
((X + 10% surcharge) + 20% duty) + 14% VAT
= X * 1.1 * 1.2 * 1.14 = X * 1.5048 or 50.48% duties owning
Don't know if they still do that extra 10%.
I'd also double-check on the USPS website (usps.gov, with the international calculator at ircalc.usps.gov) and make sure on the tracking option.

And I can confirm that those categories will not be tracked at all.I second that. Also note that there is no such thing as a gift from China.

Back in the day there used to be this alternative nightclub in a dodgy part of durban (whole of durban is dodgy now). We used to go there, drink black label and headbash to angry music. I miss my Pixies. Anyway, it was a cool spot.
I don't think any of us can guarantee this as we're not SARS. No-one is going to tell you it is not going to get billed because we just don't know how it is going to get through the system. It's a matter of luck.
It could be a fraction of it, it could be more. You'll find out on the day it arrives. It does seem steep, but you won't know until SARS evaluate it if it does get caught. If they reckon it's cool you will at least pay VAT which on R7500 is about R1000. Maybe you are lucky on that too and don't even pay that. Maybe not.
Call the post office and ask them what the import duty is and then do the maths to figure out your possible max.
