Does that mean I can replace my vehicle with a minibus, then go to a taxi boss, get him to register it as one of his taxis ( pay under table) and then drive without paying ecrap?

As far as I recall they haven't yet figured out if taxis ARE going to be excluded from paying.

And if they are, they don't as yet have an method of doing so.

For starters they would have to have every single taxi that ever uses the toll road registered on a database.

That's because the powers that be know taxi associations would sooner tear one of those gantries down than pay. Very smart move by them. Taxis aside, the bulk of those in the middle class will throw hissy fits but will likely comply, as they always do.

I just think that when they stand to get money they will get it from those that can pay. The hiking of rates and electricity continues, regardless of how many households are shaking under the weight of increasing financial burden. Likewise they won't care if you are barely making it. If you're on that freeway you will pay. Since when did they have a bleeding heart for that kind of thing? They know who to be afraid of (taxis) and who to "rape" (average middle-class Joe).

That will go to SARS, thus not easy to raid for the back pocket and paying the outstanding bribes.

True. But, according to a Carte Blanche investigation the total cost of the upgrade does not add up, so it is already likely jammed with kickbacks, so no need to fiddle with it. Just get SARS to collect it and hand it over. Pay the various entities involved and off you go.

You'd likely have to trip over a whole bunch of people to get there, as methinks thousands would be standing outside Luthuli House with their lighters, paraffin and petrol.
