Can't Install SP3 on Windows XP

Have my boss's home PC here, trying to get it sorted for him.

He decided to discontinue using Norton AV a year or two ago, and has been using some free AV program.

Needless to say, he had a multitude of viruses, trojans, etc on the computer.

It was so badly stuffed that I had to repair XP Home SP2, and then install Norton AV2010, and then Malwarebytes' Anti-malware. I think that all the viruses, etc, are gone now, but I want to install SP3, partly as a final cleanout of all the stuff on the computer.

But I get a permissioning error ("Service Pack 3 setup error. Access is denied.") right at the end of the SP3 install process, which then rolls back. I have tried the suggestions on the Microsoft website, as well as some freeware utility which is also supposed to reset all the registry permissioning, but nothing works (eg http://support.microsoft.com/kb/950718/en-us).

I am doing this as an Administrator.

It is seeming more and more as if the only thing that will work is a format and clean install, but I would prefer not to do that as I don't want to try to get all the apps and stuff exactly to the way that they were.

Any ideas ?

Just re-format that sucker and tell your boss to quit being an idiot! :D
 
Norton? Geebuz!! Get a real AV, backup and reinstall from scratch. It's the only way to get rid of that virus (Norton). :p
 
Look, I don't think that Norton is great, but it did pick up over a 100 more virus's than the freeware stuff that he had on the computer, and got rid of them.

Of course, Anti-Malware picked up a good number of additional ones after that.

I have tried to reset all registry permissions, now I am going to try to install SP3 in Administrator Safe Mode, if that doesn't work then it's a format and clean install.
 
SP3 doesn't enjoy being installed in safe mode, XP will give you a warning about that..
Sounds like some nasty virii got hold of the OS there as MMM said, backup his/her documents and start from scratch.
 
Backup his documents & settings folder (all of it)

Format, reload, Install XP and then update to SP3, activate and start moving his e-mails over, his autocomplete, his my documents, his desktop etc and he should be fine.

I think he should install a AV & firewall before he starts moving data over or connecting to the net.
