Can't send SMS

Whenever I send an sms from my phone, it is initially not received by the intended recipient.
However If I turn my phone off and then on again and then proceed to send an sms it is received by the recipient, should I wish to send another sms I need to go through the process each time.
Does anyone here have any idea why my situation is as it is?

Get someone else who in on the same SP as you...

Ude their phone to call. Then go through the settings on your phone with them...
