the result of a w/c referendum is not binding on national govt
even were a referendum binding, secession would require a 2/3 support in national assembly.
6/9 provinces in NCOP must support secession.

Once you have a split in overt commitment to these core values, in order to preserve any remaining civilization, a separation needs to occur. The sooner it occurs, the less chance there is of the primitives acting on their primitive instincts/urges.
