They do ask for it.The police don't ask to see your licence when opening the case, so the other driver would not have had to produce it. But when it goes to court they will easily be able to prove that either one of you had or did not have a licence
but either way if he pursues this and I hope he does, you/your friend are in trouble.
And I more then agree with everyone here around you/your friend being an idiot, just a pity there are so many of them on the road

Well they asked for mine.Bud I was just in a an accident, opened the case at the police station and they did not ask for my drivers.
The only people that asked for my drivers was the insurance company.
So no they do not always ask for your drivers licence.
