I'm a first time buyer, new to the whole ordeal of registering car etc. so excuse any ignorance.

First up, do both the seller and buyer have to fill the yellow form? I didn't fill the yellow form, the seller hasn't submitted it yet so I'm going to fill it in if need be.

Second, anyone used these guys before.

Yellow form informs the department of transport that the vehicle has been sold in case the buyer doesn't transfer the vehicle to his name - it's therefore for the safety of the seller and does nothing for the buyer.

You, as the buyer, need to hand in the blue form, registration certificate that's in the sellers name, your ID and maybe seller's ID and a sale receipt (depends on the dept, I've never needed to do this).
 
^^That. Take EVERYTHING, you don't want to stand in that queue for 1-2 hours only to be turned away because the department is being nit picky.

You will also need your proof of address.

Nope, seller must first hand in the yellow form

Of course you can, just slip a few hundred inside the blue form and hand it over, this is South Africa so there's a good chance the person processing your change of ownership will "understand".

I used onestop dealt with Adrian , was very good , he transfered my number plate from my old car to the new car got a new number for my old car and shipped all papers and plates to jhb at a very reasonable price.

Register a used vehicle:

To register a pre-owned (used) vehicle, the seller must first complete and submit a Notification of change of ownership (NCO) form, which gives notification of change of ownership

Last car I bought, I had both the yellow and blue form with me.
The guy who served me didn't even look at the yellow form, told me I didn't need it.

The blue form effects transfer of ownership, the yellow is just a notification from the seller that he has sold the car. The blue does the same thing from the seller's point of view.
The seller handing in the yellow form is to protect himself from the buyer not doing the blue form and running up fines, unpaid license fees etc.

Well I suppose if the op wants to take your advice and hope he gets a lazy/dodgy person at the licensing dept, face potentially wasting a few hrs of his life.

If the buyer has the filled in yellow form and certified copy of the sellers ID book he can also submit the yellow form on the sellers behalf and immediately thereafter submit the blue form.

I'm on about 10, plus 2 trailers.
Never ever had an issue with absence of yellow form. And I can assure you I don't get the same dodgy person each time.

But carry on, whatever makes you feel better.

A good few more than 10, last vehicle was a few weeks back.

Apparently they weren't strict in the past with the yellow form but now they are, suppose results may vary depending on the licensing dept, op should just phone the office he'll be submitting his forms to and ask.
