It's typical. They always do this. Maybe I should move to Soweto, I'll pay less for Electricity, Water and of course Rates - or maybe I won't pay at all. It's one thing to subsidise the poor but subsidising wealthy blacks, that's just not fair.

Ka-chinnggg! The excuse offered was that these people have only just got used to the idea of actually paying for anything. Cant just up the rates now cause then they wont pay, and we know the council wont just cut them off as they do in other areas.
These are not poor people, they live in mansions.

Sorry peeps it works both ways. You wanted to have a fully integrated country then this kind of thing comes with the territory. You can't have your cake and eat it too!

As the one man said on CB last night, we expect to subsidise the 'have nots', it comes with the territory, but not subsidising those that are substantially better off than your self.
On which side of the fence are you? The only person who would find that acceptable is one who is benefiting by paying less. Even poor black people would be against it because in a way they're also subsidising the rich blacks. Example, if the wealthy blacks in Soweto paid rates on fair market values, the city would either have more revenue or could slightly decrease the rate at which property rates is calculated.
It's not acceptable.
