Chat with windows live on local only

So I know this question must of been asked a few times before, but i cant seem to find it.
Is it possible to chat using windows live, yahoo, etc. if you only have local bandwidth?
I know that the windows live search site works on local, but why doesnt the messengers work?

I tried this messenger 24 - and it wont log me on with msn or yahoo

Any program that supports the Jabber protocol should work. There is a local Jabber server that can connect to MSN, Yahoo and some others. It won't work perfectly since you're connecting through Jabber and not directly to the other networks.

Ive noticed that live.co.za works on local bandwidth. i don't think they will make the messenger local aswell.
