Checking job applicants

I am really IT-illiterate, but I need to employ a well qualified and well experienced web developer. Are there any agencies / organisations that could check job applicants' qualifications for me? You see, I'm from a corporate background, so I know from experience not to trust the "checks" that personnel agencies do. I was wondering if there are any IT organisations that offer this kind of service?

would you recommend them from your own experince? because, it's a personnel agency, which makes me sceptical.
