I wonder who reported this to the authorities? Someone trying to slow down the Cell C roll out?

Probe into scores of alleged illegal workers rolling out new network, writes Monica Laganparsad

Cell C is at the centre of a major investigation into illegal Chinese workers. Cosatu has described the use of such workers as "human trafficking".

In three raids, in Cape Town, Durban and Bloemfontein, this week, police and Department of Home Affairs officials arrested workers at a Chinese company contracted by Cell C to develop its new high-speed network.

Chinese telecoms company ZTE Corporation, which won a R2.9-billion contract in January to roll out the network, is being investigated for illegally flying in hundreds of illegal workers every month.

Hmmm, so CellC is "in die sop" because ZTE, a large and respected company, is using cheap/illegal labour. Does not make sense...

More likely to be trained telecommunications workers ..

Of course the unions will say that they can be replaced by illiterate labourers - that's what unions do ...

You cannot abdicate accountability to a contractor that you appointed.

Lets say your business contracts me to mow your/their lawn. After signing the contract I then go, by pure personal choice, and rob the lawn shop to get some new lawnmowers and on my way to the premises I pick up some Chinese folks on """holiday""" to do the job for me. So you would thus be 'ok' with being investigated and accused of breaking and entering & using illegal workers?

I reckon it's because chinese labour is cheaper.

I'd reckon the chinese actually do their jobs. No strikes , and the job gets done...it's probably such a hassle working with local labor unions and then they still strike every 2 weeks. I don't know how the Chinese laborers are paid/treated , but i'm pretty sure their work ethic is way higher than south africa's despite their wages.

You cannot compare your garden service with these specialised outsourced contracts.

These contracts are drawn up with very stringent conditions. The company will have on-site liaison officers and local project managers to oversee the project execution. The company will also have their contract office's SHE or OHASA reps doing regular spotchecks on the contractor.

I find it hard to believe that Cell C did not know until contacted by the BT.

Why not ask them? Either ZTE or Huawei...
What I can say is that they do know what they are doing, are highly qualified, work bloody hard and are very poorly paid!

Quite frankly I don't see how Cell C can be held liable for this.....

It's not them employing the people, but the contractor they have a service contract with.

Cosatu spokesman Patrick Craven said: "There is no justification for importing labour from overseas when unemployment in SA is so high. I am sure that there are SA workers with the requisite skills."

Craven said importing workers at low wages was "tantamount to human trafficking".

Sources said that while a skilled South African would get R30000 a month, a Chinese counterpart was getting R2500.

Why would anyone want to use expensive and pathologically lazy South Africans when the Chinese are cheaper, faster and more reliable?

Damn! Now is this gonna put a dent into JHB launch?

I agree, this is all Cosatu's fault. Had they now pushed for the increase in minimum wage, increased expenses due to strike action and forced above inflation increases then we would compete with the BRIC countries and wouldn't need cheap Chinese labour. Africa must catch a wake up and realise that if they ever want to pull themselves out of their mess then they need to make concessions. Better to be employed for less than unemployed in a country that can barely afford (and soon will collapse under the weight of) it's social system.

Am I understanding right? Is not CellC employing illegalls but one of their subcontractors? On the other hand the chinese are the one ethnic group with the highest IQ around. We have 2 chinese at my school and despite their difficulties with German they are exceling in their studies. Especially in maths. One of them is teaching maths to pupils who started with their final year. Apprently he is not only very cheap but he is able to pick up your way of thinking and figure out your short comings although he is a year younger ! Needles to say CERN is interested in him. You South Africans should consider yourself lucky if they are prepared to immigrate to your country. Better them then the 'local' illegals :D

There are probably very few South Africans with the skills to do these jobs, that are not already employed. We have a dire shortage of skilled labour in this country.

That is a very good point.

Tomorrow we will be hearing from that cretin Patrick Craven about the tons of unemployed ex Zimbozos with the requisite skills

I think its sad that our money is going into foreign pockets.. as it doesn't help.. and crime will just increase.. as people/criminals need to eat
On the other hand... the said people should get a wake up call.. and realize that they are replaceable .. and will be replaced ;)

The ANC could have solved that problem by Kicking all the illegals back to where they came from (Zimbabwe for instance) and maintained a lethal electric fence to keep them from coming back, instead the ANC has asked them all to RSVP their continued criminal activities here (of course there are loads of genuine South African criminals too but we need fewer career criminals not more of them from the rest of Africa).

At least the ZTE workers are rolling out an advanced network that will benefit the whole of South Africa for many years to come, even if they are here illegally they aren't house breaking and murdering and raping.
