The chips have been avaliable since 2002, the banks didnt get their arses in to gear and get the infrastructure working.
i hate to break this too you, but the banks where ready in 2003....just nedbank wasn't, they weren't even interested in the idea....they were too busy counting their profit and buying smaller banks.
nedbank held the entire country up. the system doesn't work if one bank doesn't play ball.
