Anyone else encountered this?

This is a normal chrome window, I've not changed any settings or anything.

The white bar at the top is where the menu bar, shortcuts etc would usually be. What it actually is is my desktop, if I right click I get typical desktop options. Can even double click in the right spot and open apps, though you can't see the icons.

Any idea what this is or how to fix?

No, it isn’t fullscreen. F11 just makes it full screen. The white bar at the top is the issue.

Thought cycling F11 would refresh it and make it reappear.

Close chrome, close all the processes of it in task manager and restart?

Press Alt and then release it, and then press the down arrow to get the menu open. Then go disable your themes. Close and reopen Chrome. Let us know if that works.

Closed and opened again. Same thing. Cycled F11 and that actually fixed it. Closed it again and reopened, same issue. Cycling F11 does fix it.

Very weird.

I don't have chrome opening in incognito by default. I'll check now.

Yep, evening opening in incognito mode does it. A quick F11 cycle fixes it, but I'm curious as to the cause. Disabling themes made no difference, nor did trying a new theme.

Okay then I don't know more.

I really suspected a theme that is broken by a Chrome update. Or an extension (extensions don't run in Incognito, hence that test).

Anybody else have some tips for OP?

I'll uninstall and reinstall and see what happens.

Seems it may have been caused by a locked/frozen Excel sheet in the background.

Same thing happened in the Add/Remove programs menu, only this time it was the Excel menu.

Good to see it sorted, I usually have more that 15 large shared sheets open on a decade old version of office, causes many weird issues especially with memory and live sheets if I keep refreshing them.
