What an understatement. After all the meetings and arguments and COLOQUIUMS, there is still uncertainty? The intellect defies any logic!

Eish ICASA as the telecoms regultor is supposed to be leading the way here, and instead of displaying leadership ICASA is saying it has no clue......there is no hope that ICASA will ever get its act together .

According to Greg Massel, chairman of ISPA, he tried to apply but was told that since the procedures were not in place and he could not do so.

Masiza responded that there was a special committee headed by Paris Mashile, dedicated to processing licensing applications and stated that applications should go forward.

Is anyone really surprised by this? It's not so long ago, Paris' ability to run things at ICASA was brought into serious doubt.

I attended this workshop and was appalled at where ICASA was at

& this licensing issue confuses me utterly - ICASA are not issuing any new licences such as VANS and PTNs because the telecomms act is history...okay..but it is likely tobe at least 18-24 months before the new licence categories are finalised (optimistically)...what happens until then


as far as i understand it all regulations etc passed under the telecomms act remn in force until replaced - so why can they not issue out new VANS and PTNs and then just convert these when the time comes?
