Congested exchange?

Hey guys,

I was told recently that I cant sync at 4mb because my exchange is congested.

I did a traceroute and got the following results:

Am I right in saying that my second hop is to my exchange and is under 10ms which means that it isnt congested?

Also my line attenuation is at 54 witch I hear is just below the limit of 55.

no your exchange is not congested , you just stay to far away from exchange to sync at 4mb :)
 
Under almost perfect conditions, your modem should be able to sync at the "attainable rate" values.
So if you want to really push the limits and have an unstable connection, then you can ask Telkom to change your sync profile to 4Mbps.

The downstream line attenuation limit is about 63dB, in which case you'll struggle to sync at even 384kbps speeds.

I am signed up for a 4mb line atm and as you cant see its only syncing at 3mb :/

I'm not so sure about that. If you were on a 4Mbps profile, you would've synchronized at 4Mbps.

Also, now it is 'Up to 10Mbps' and not just 'Up to 4Mbps' any more. It could still be that your Exchange does not support 10Mbps yet.
