I have a router on the 1st floor which cannot be moved but need to setup a wireless network on the 3rd floor. Can i connect a 2nd router to one of the ports and then use the 2nd router on the 3rd floor for a wireless connection?

yes you can .

sometimes router clash though if have telkom as main one and hauwei and second my internet just dies sometimes.

I use my TP-Link as main one and Billion 400g as secondary access point and seems to work well

Yes you can . Have the same configuration at home.
Connect a PC to the second routers port. Go into the 2nd routers settings page and find LAN configuration settings. Look for a place to turn off server and relay(Disable DHCP). After this change the 2nd routers IP address. The telkom routers usually use 10.0.0.2 so you will need to change this to avoid clashes. Change the second routers address to something out of range.
Connect the routers via the port and the second one will work as a wireless point for your 2rd floor.
