Probably cheaper to provide 100 at Best Effort than 50 as "promised".
Or easier to maintain and keep configured. Much like the uncapped voice with an FUP via VoIP service VOX offers on their 3CX hosted service. The cost to provide per second billing is more than the risk of abuse I suppose.
But I am sure there are some clever accounting to support their offering.
