I still haven't been able to get more than 4 GPUs on device manager using a TB250BTC motherboard, after trying everything I could find on google and updating the Bios I am stumped, anyone have a guide or a link to a guide would be greatly appreciated.

Are certain slots not working perhaps? Also, where did you get the bios from?
Did you update the bios update B25CF710.BSS from http://www.biostar.com.tw/app/en/mb/introduction.php?S_ID=865#download ?. Also as manicminer said make sure the slots are working.
Do you have spare risers / another PSU to troubleshoot the hardware perhaps? Is the mobo grounded anywhere (it should be)?
Silly question, but are you powering your risers? Does windows boot stable with no GPUs attached?
Can try these options in bios where applicable:
set VTd INTEL VIRTUALIZATION to DISABLE.
set ONBOARD AUDIO/SOUND (AZALIA) to DISABLE.
set IEEE1394 to DISABLE.
set PCI-E SUBSYSTEM/LANES to x8/x4/x4
set ONBOARD GRAPHICS to DISABLE.
set PCI-E GENERATION to GEN2.
I have another PSU, might have to switch them around just to check, I know that 1 riser is faulty, the rest seem to work fine.

Are you using gtx 1060 by chance, might just get black screen because UEFI bios.
Have you loaded the motherboard chipset drivers from manufacturers website? I know Windows 10 usually does a decent job on most boards, but I would load this as a minimum. Then install 1 GPU and see if you can get it working and if that works add cards 1 by 1.Yes and Yes it boots with onboard VGA

I have the same board with 6x rx580's sapphire nitros and could not get it to show more then 3 gpu's. What i did it fix. Set board to mining mode. Set all pci's to gen 2. Plug gpu 0 (your main gpu) into your main pci-E x16 then set pex16_1 to gen2 then set primary display to PEG disable internal graphicsI'm ready to throw the whole thing out the window, it refuses to boot with any GPU plugged, even with the GPU plugged directly into the PCIx16 slot, only the onboard VGA seems to work.

Something not right. I used same mobo with no hassle just enable mining mode bios. Windows 10 sees 6 GPU after update and driver install.
