So answer me this, if 6gb 1060's are getting around 18-20 m/h's, why are they sold out? Would it be better and cheaper to just get two 1050 ti's? Two of those should do about 28?

Oh yeah, you're right, I didn't think about Power consumption, but cost to buy idk. Second hand they sell for about 6k. 1050 ti's go for about 2.6k new. but yeah you gotta factor in the slots as well.

Technically you don't need it. You can do a simple paperclip jump on the second PSU. Some of the higher end units even come with a tester that does the same thing.
