Doesn't really matter.

Owner takes a knock he kaks out the driver who soon might be without a job and therefore off the road.

Which is fine. The owner is hiring these guys, and letting them (or forcing them) to drive like fsckheads and ignore the rules of the road.

Instead of targeting the drivers, they should be targeting the owners to get them to sort their business model out.

Taxi owners usually own more than one taxi. I know a guy who owns four taxi's each netting (after fuel and driver's cut) R1k a day. That's R4k per day

Release fee is around R5k for an impounded taxi if you go collect it within a day or two after the impounding.

They should increase that release fee quite a bit.

Also they need to be much more stringent about how they release non roadworthy vehicles.
(Can't just pitch with a car and tow it away etc).

Also also, if they catch the same taxi more than once it should be crushed, or the R5K should become R15k for release

I would think all vehicles should go through a proper roadworthy as part of the release process...

And multiple impoundings in a prescribed period should ratchet the fine up massively, first instance R5k, second R20k, third R100k. (plus all fines relating to the impounding must be paid prior to the fine being paid and vehicle tested for roadworthy and released)
