Data carried over not being used?

My wife's iPhone when I dial 111 code balances. Data balances 53mb expires on 31/01/2013. 218mb carry over expires on 31/12/2012. She's using Internet and emails why is it not using the carry over data?
 
It's unrelated to the iPhone - it's a network thing. Your current months data is used first, then the carry over data once that is depleted.

This. Unfortunately you can't see it from the sms thing you send where your balances get sent to you via sms.
 
The data expiring later is used first. i.e. the 53mb. You won't be able to use the 218mb carry over data at all if you don't finish the 53mb first.

So if I don't use the 53mb it'll carry over to next month. If I use the 53mb and then use the 200 odd mb, she'll have no data until the next 250mb data is added?
 
Vodacom allocates data usage against the current months data allocation first, once that is finished, they will apply the carry over data from last month. Once that's finished, you are 'out of bundle' and will get charged per mb thereafter.

Carry over doesn't apply to night owl data though.
