No there will still be water but the CBD and squatter camps will have running water as the CBD is the economy hub and the squatters have been collecting water all their lives.

Day Zero is a misnomer, its actually Day 13.5%:
3.5% for emergency use
10% hard to get out of dams

Hospitals and the CBD are included in the emergency category.

BTW, they can't turn off the fire hydrants either. Each property/street will be turned off in sequence.

Ok but say Medi clinic in Okovango road (opposite) Makro, will they have water even when not in the CBD? Are they "piped" different from residential areas?

The council will try everything possible to keep water running to hospitals. How exactly they will do that is not clear.

What is clear is that they cannot turn off all the water pipes. That is highly undesirable for technical reasons, and could potentially cause catatrophic damage through water hammer, if they turn them back on again.

My gut feel is that they will try to isolate certain areas, and leave them with a trickle of water, not enough to use, but just enough to keep the pipes clear of backflow and sediment.

The Monwabisi plant’s construction and operation will cost R260‑million, and Strandfontein will cost R250‑million. These two plants are expected to start producing desalinated water next month, De Lille said.

The city did not give the cost of the tender for the V&A Waterfront plant, where construction started this week, but said it would start producing desalinated water in March.

The Monwabisi and Strandfontein plants are expected to provide seven million litres of water, or 7 000 kilolitres, each day for two years, after which they will be shut down.

The city is funding the construction and operation of the plants, and will also buy water from Water Solutions Proxa-JV.

Without including the costs of the V&A Waterfront plant, purchasing the water from the multinational will cost some R290‑million over two years — escalating the cost of the entire deal, and the payday for Water Solutions Proxa JV, to close to a billion rands.

To put this into perspective, they mentioned that there are usually 700 voting stations during elections.
So...you can imagine the cuing that will be going on...and no doubt, confrontations / fighting.

The tech has existed for years. The will to implement it was simply not there.

I reckon they will. You see how things work with illegal electricity connections. How long do you think it'll take for some enterprising fellow to raid a hydrant instead of standing in queues for hours for 25L.

A trickle of water isn't enough to pressurise the system. I reckon they'll just keep the main lines feeding the reservoirs online and kill the rest. That gets you some level of regional distribution while keeping control

Yep - there is no frikken way that 200 water points will suffice. It will be chaos, and basically civil war.

But now that I think about it - the USA military has water-borne desalination plants? Let me go do some research.

You get desalination ships & barges.

Tricky bit is connecting them. You need piping going out and juice (or diesel) going in 24/7. Ports aren't really directly designed with either in mind.

Other issue is that it's by definition at sea level, so you need to pump it up for gravity to do the work
