Does someone know what the VPI and VCI parameters for the USB ADSL POTS Marconi/Telkom modem do?
Could changing these values improve performance?

Changing these values could potentially (or more likely, WILL) break your connection. They do not provide anything in the way of speed, and merely determine how your modem connects to the network (think of it as a kind of "ADSL phone number").
