This **** is so gross. I cant help but wonder if it's a laziness thing, or is he getting some kind of weird boner from living like a complete slob?

No, bacteria leave behind toxic compounds even after they are killed, some have heat resistant outer layers that require a longer time to kill, and also as the others have mentioned, what about the outer rim?
Bacteria multiply and are not dose dependent, which is why we have evolved a contamination instinct. Swallowing your own germs is a bit better than somebody else’s, sure.Outer rim will be the most loaded with microbes but still probably far less than your average toothbrush. Again assuming black coffee, no milk.

True.Contamination/disgust instinct evolved mostly out in the bush, so it's a heuristic that's bound to fails sometimes in the modern world. Case in point!
It fails the other way too. Processed take-away food seems cleaner than, say, the butchery counter, but it's the ham sandwich that sat at room temperature that gives you the worst food poisoning of your life.
