No, bacteria leave behind toxic compounds even after they are killed, some have heat resistant outer layers that require a longer time to kill, and also as the others have mentioned, what about the outer rim?

Outer rim will be the most loaded with microbes but still probably far less than your average toothbrush. Again assuming black coffee, no milk.

Bacteria multiply and are not dose dependent, which is why we have evolved a contamination instinct. Swallowing your own germs is a bit better than somebody else’s, sure.

And he is certainly leaving dead skin cells from his lips on the rim. Bacteria will feed on that.

Yes and this would make it one of the cleaner things around the house.

Contamination/disgust instinct evolved mostly out in the bush, so it's a heuristic that's bound to fails sometimes in the modern world. Case in point!

It fails the other way too. Processed take-away food seems cleaner than, say, the butchery counter, but it's the ham sandwich that sat at room temperature that gives you the worst food poisoning of your life.
 
How disgusting are you if you don't even wash your coffee cup? I use a cup once and wash it. Do you also leave your plates dirty from the day before and then just put your dinner on again and again?

But, no-one else uses it, so what does it matter?

I would say it depends where he is leaving this mug, if he keeps it on his desk then I guess it's ok as long as no milk or sugar because that goes off very quickly

If it's just skin cells available for bacteria to feed on, they'll be the same species already on your skin, clothes, pillows, toothbrush, glasses etc. These are basically commensal and harmless.

Your kitchen counter will have way more interesting bacteria on it. The shelves in the fridge even better, especially the slippery one with the tray of chicken on it.
 
If he is rinsing the entire cup with boiling water once a day or so the I don’t really see a problem.

If he is just refilling with things that contain boiling water like tea or coffee probably not.

I use the same cup all day, but I rinse it in between with hot water.

No chance I’d use it multiple days without properly washing.
