Namibia per capita consume more liters of alcohol than SA. I guess Namibia also have rife abuse problems that is even more extreme than SA ? I highly doubt it. High alcohol consumption != higher abuse rates. We have a serious culture problem in SA where abuse, rape, murder comes around quite conveniently and does not require someone to be drunk.
What I find hilarious is the reporting that Namibia have higher alcohol use rate that leads to their high suicide/murder rates which sits at 17.x per day. That is like living in heaven when you compare it with SA 35.x per day.
If you have 17.x per day rate your country is among the safest in Africa, thats far from being a problem.

Drinking problem ? No , we do however have a social/economic problem that is the leading cause behind the alcohol related issues.
But its far easier to tax alcohol than try deal with and/or try solve the actual issue.

Yup, lets ignore our socio economic problems and just blame alcohol, we barely feature on the global stats compared to the top 10 countries but I guess our issues is alcohol related and not a country run by useless politicians.
Looking at our alcohol usage with global stats is also scewed cause those stats include middle-eastern countries so it bloats the usage for other countries as "above average" more easily.
Better to compare our consumption with direct numbers of other countries such as below.
The 10 countries that drink the most alcohol, in liters per capita, ranked:
The WHO just lose more credibility when they run 2 seperate branches of stats just to inflate numbers. Every country is usually ranked per capita and not just on the count of legal age drinking. This just inflates our per liter consumption in a year. Comparing apples with apples our per capita consumption is extremely low compared to the top usage countries.

There is still a lot of room for improvement
1) Wikipedia - not sure how much you can trust it, remember anyone can add stuff to Wikipedia, it is not scientific or necessarily accurate
2) even if true the stats are from 2010 - 10 years ago! Even the 2015 prediction had us moving to 21st place from 30th! At that rate we should now be about 12th in the world!
Don't think we are necessarily the worst in the world, but unfortunately we have a nation that cannot then control themselves (rape, murder, drunk driving) and insufficient resources to control said behavior and hold them to book.

We have a lot of social issues that may cause people to search for escape through alcohol and drugs.
Fix the social issues, and the problem will resolve itself. No amount of new laws will prevent people from looking for some way to escape their sorrows.
