What constitutes alcohol "abuse" vs alcohol "use" exactly?

Do you think the Western Cape's plan curtail alcohol abuse, which includes steps to make it "more expensive to buy alcoholic beverages", is necessary? Does SA have a drinking problem and if so is this the best way to tackle it?
No charging more will only drive the poor to other means so NO. To curb drinking they must fully legalise ganja. Nothing makes people quit booze faster!
