Double Pay for New Passport (old one lost)

So it seems that my girlfriend can't find her passport :whistle: and apparently if you have lost it a new passport will cost you double. :confused: :cry:

Replacement of lost/damaged/stolen South African passport, child passport or document for travel purposes referred to in Regulation 16 of the South African Passports and Travel Documents Regulations, 1996: Double the current tariff for the document concerned: Provided that where the document had been lost/stolen/ damaged through no negligence on the part of the holder, only the normal fee will be payable.

Has anyone ever encountered this being enforceable and has anyone gotten themselves out of paying double? :p

Any help would be great!
 
Damn seriously? Lying in an affidavit to skip out on paying the proper fees?

The reason it's double is to try and help ease the amount of documents they have to keep printing for people who lose theirs because they're negligent.

Be responsible and pay the required fee, unless of course it WAS really stolen which I very much doubt. Seen way too many people have their IDs stolen only for the thief to put it back in their house in some funny place.
 
Just don't say a word.

I lost my passport and never reported it. Went to Home Affairs and applied for a new one without saying the old one was lost. They didn't say a thing. Had my new passport 3 weeks later for R400.
