Is it possible to limit the bandwith of bittorrent while http is being used ? Then let it resume full speed when you aren't browsing ? Will setting it to "low priority" work globally for the bandwith, rather than priotitizing the different torrents in the program itself ?

In my experience messing with the sharing settings only ends up in heartache. Just leave it on the default settings and only connect when you are not browsing.
Or use NNTP and a client that you can set the download limits.
