E Cigarette adverts on TV

I was watching ENCA tonight, and I saw an advert for a brand of e cigarettes. I was surprised, as I assumed that they would be banned, just like adverts for other tobacco products. Is this legal, and have ad companies found a loophole in tobacco advertising laws?
 
There's no smoke and no tobacco so it can't be banned. The ban is on tobacco products if im not mistaken and that is by no means a tobacco product.
 
@daveza - Lots of folk buy Twisp as their first e-cig due to it being more well known in SA than any other brand. And you say obsolete tech, where does that come from as Twisp are basically renamed Joytech products which are generally well regarded?
