Hmmm, I really like the idea of having a special fund for fuel levies that is only allowed to be used for roads and public transport infrastructure. Kind of like the Road Accident Fund. Then also having open books available online (think all public spending should be done like this) so we can see how our money is being spent. I don't think it should allow anyone to continually argue about spending, that would create a burden, but at least allow for gross misconduct to be spotted. We don't need every person to try micromanage every government department, but public spending information in broad terms should be available to the public!

Ha! My Mother works for the Dept. of Agriculture. They're only allowed to buy supplies from a "BEE" provider (a.k.a. Dude who just sits and waits for the orders to roll in then gets a supplier to do it anyway, just adding his markup)
For instance, they(we) pay R300 for a can of Doom bugspray. Some of the people are smuggling in their own stationary otherwise they'd have to blow almost their entire year's budget on office supplies alone.

Some of the offices have like 3 - 4 people just sitting there all day, doing nothing. The "smart" ones have figured out how to stay home and still get paid.
