E-tolls: here comes Sanral's next move

Outa said it believes that Sanral will also threaten to put its mobile units into action to identify “known violators” and escort them off the freeways and even possibly be charged by law enforcement officers.

I think I saw one of these units this weekend on the N1 close to Menlyn
Was a minibus vehicle with orange sanral signage and roof mounted lights
Also had what appeared to be a camera facing out the rear window
There was also a blue 5 pointed star also stuck on the sides of the vehicle close to the rear tailights
Looked very similar to the gautengs traffic police star, but I cant be sure

Heres the closest pic I could find but this one doesnt have the blue stars

it also has that big white ANPR camera in the back, the same one they use to nail you in bribe-blocks for outstanding fines.

My biggest concern was the blue star, are they now "working" with the traffic dept??
 
AFAIK Gauteng Provincial Police have been bestowed the powers to enforce e-tolling (instead of SANRAL raisings its own police force) and they have signed an MOU of sorts.

Enforce what exactly? You dont have to have an e-tag, they cant stop you for not paying, they cant stop you for outstanding e-toll payments, so please tell us, what will they enforce?

Their right to deny you access to the highway for non-payment of toll fees.

Also, they can enforce any other traffic law there is.

They cant do that like i said. Any unpaid fees need to go through court etc. If they even attempted to do that there will be such a sh|tstorm. In fact I hope they try doing that.

They can, and they will. Failure to pay fees is a criminal matter yes, but that is an additional penalty. You still owe Sanral for using the highway. If you don't pay, they will deny you access.

So we're turning cops into debt collectors now? Because there's nothing else for them to "enforce" in this respect...

Dont owe them anything, didnt sign anything. The constitution (for what its worth) at the moment prevents them from preventing u access to the N1

How can a cop make a determination of your intent to pay or not. Holding an outstanding balance does not mean you have no intention to pay. All it is, is a bullying show of force by diverting cops from actual police-work into glorified debt-collectors...

Saying that you have signed nothing is a misnomer. You do not need to sign anything to have the law applied to you.

Fact is, until it is challenged for being unconstitutional, and the CC uphold that view - SANRAL will continue to exercise all of their rights under the Transport and Related Matters Amendment Act, and that includes denying you the right to travel on a tolled highway.

That is how the law is as it stands. I'm not here to debate the merits of etolling and I have already recorded my personal views on the matter.

I hear you.

Problem SANRAL has is that nobody is buying their BS anymore. There will be anarchy if they block the on-ramps.

What it is though, is a tacit admission on Sanral's part that e-tolling has been unsuccessful. It really is...

I would imagine they would argue that not paying within the legislated time periods without valid excuse is enough circumstantial evidence they need to indicate your intent to not pay. They will draw that line in the sand for you, and leave it up to you to show it is not the case in court.
