Electricity Bill Rip Off

Hi there, I've been a tenant in one building whose meter reading is done by Motla Utilities. I've been paying a 'service charge' of R478 monthly on top of my usage. Problem is City Power say its supposed to be like R300 for the entire building! However they can't get involved. I know the Housing Tribunal would be the obvious point of reference at this point but the problem is my landlord still has my lease and always makes excuses when I request it. This month alone I paid an electricity bill of R1600! Please somebody help!
 
You don’t need a lease to go to the tribunal or even to rent a place, a verbal lease is as valid as a written one.

Showing that you have paid the rent and live there is enough.

Send a letter of demand to your landlord with 14 days to correct this, and then go to the Tribunal.

Mention to the tribunal that you never had the lease either.
