Its an absolute cluster fck and free for all. NERSA is a typical government instution that plays ZERO role in enforcing electricity tariffs. Because of this both municipalities and private landlords countrywide are taking the absolute piss when it comes to electricity tariffs and making MASSIVE profits off consumers.I am a city of Jhb power user.
I would previously buy R2000 worth and get 1235 units. Now I got 1037 for R2000 that's a 19% increase.

You're forgetting that most of the time the people who would use the higher tiers and have a house valued at over R350 000 or earn more then R2500 would be milked as much as possible, so we don't count into the calculations.Just did the calc now Jhb city say 13% increase as per Nersa because of the tariff band changes it equals 19% for the first 3000 kWh.

It's an AVERAGE of 13% across all Eskom and municipal tariff bands. That is the regulation. Doesn't mean they can't price gouge the "affluent".
Actually Eskom would only be 9%, the muncipal rate would be 13.07% because of the additional bit they need.
