I don't think ten Thabo's can manage to push IVY! physics laws...moving an object requires a certain amount of energy. That energy depends on the weight of the object... :p

This is a good thing - IMO perhaps even more important [at this point in time] than Mbeki having signed the ECA in law...
it is good that it s going back - probably because the state law advisers have concerns about the constitutionality of the DoC's thinly-veiled power grab

but it is also extremely unfortunate as i believe that the ECA will only come into force once the ICASA Amendment Bill has been fixed up and signed by el presidente due to the fact that in the ECA there are numerous references to provisions of the ICASA Act which will not exist until the ICASA Act is amended. For (arbitrary) example - there are references in the ECA to section 17H of the ICASA Act. Section 17H currently does not exist. The ICASA Amendment Bill seeks to introduce section 17H but this will only happen once the ICASA Amendment Bill is signed and commences

might sound complicated but not...at the end of the day just means another substantial delay - hopefully they will try to expedite the resubmission of the Bill thru Parliament but as things stand there is no provision in the Parliamentary timetable for this to be dealt with

Geez How stupid do Ivy think her peers are, That would amount to signing a blank cheque not? 17H could contain anything if it was introduced after the effect, Signed in law???

no it cannot work like that. Section 17H and the other provisions are set out in the Amendment Bill so we already know what they are - the only thing that will be changed about the Amendment Bill as far as i can see is the nonsense about the selection of councillors being chosen by the Minister and not by Parliament
 
might be they desperately need to be seen to be doing something even if it is not meaningful

also why should mbeki take the bad press for not signing...
