That R16 million includes various kickbacks. Wouldn't be surprised if someone high up in the council or in procurement is connected to the renting company.

A tender was awarded at an inflated cost, the cadre that received the tender will share the vast millions with the cadre that awarded the tender. Simple economics 101.
