Thus there is a reason why we have an old age cut-off. All engineers would need to be monitored continuously for early onset Dementia or Alzheimer.

The retirement age of 65 is entirely arbitrary. It's not even legal anymore in some countries to force people into retirement just because they're 65. They can also test people during the interview process.

Our "empowerment" laws directly resulted in putting people into positions they knew nothing about, and now the chickens have come home to roost.

Those laws created a hurdle, but for most companies that end up in that situation bad management put people into positions they knew nothing about. Some companies were so eager to check the boxes as quickly as possible that they just stuffed the staff with anyone the right colour. They didn't have to do that and plenty of companies did it the right way.
