No one has said where this money is. Is there money? I doubt it.

They won't come out saying what they are thinking. They know there is no money. The money must come from the taxpayer. So, they will be relying heavily on extreme tax increases across the board which will enable them to continue with grant payments ahead of the elections as well as financing this.

The only problem is, the Laffer Curve may stand in their way and they may indeed not generate enough tax income in 2023 and 2024 to cover either grant payments or generating additional electricity.

It is catch-22 time for the ANC.
 
Net Value Added Tax (VAT) contributed R330. 7 billion to the South African economy in 2022. It doesn't take a genius to realise that at most, maybe 10% of that was from solar, batteries inverters, etc. So to drop around R30 billion would be insignificant in the grand scheme of things. While we are at it, IT equipment could also be looked at - especially for education purpose.
 
Actually, zero-rating solar and battery/inverter products imports, and zero VAT on solar and battery/inverter products will be the easiest and quickest way to stimulate take-up.
Problem with that is that the suppliers will just load the price with the same amount and create a nice windfall.
In the end, the consumer will still pay the same. This is Mzanzi and greed rules.
Only way out is to regulate prices and then apply zero import duty and vat.

Prices are already regulated. NERSA is so good at their job that people living in jhb, ct or dbn all pay different amounts.
