Yes they can unfortunately, and they already do via new tariffs and taxes. Nersa, who is supposed to protect consumers, wants to charge solar houses 10 times more when using Eskom as backup. The more people invest in self-sufficiency, the more new schemes are implemented to tax. There is no buying out of this socialist scheme. Good luck paying for that Tesla roof.Can't tax them when you can't see them.

Not fair at all but I agree, the only option is to go completely off-grid with elec and water. They are still going to charge connection fees and new dreamt up stealth taxes. The only true option is to emigrate financially. Consumers pay the price for ANC Eskom in the food price. Better build that solar grow tent and grow your own food. Would be interesting to see if they will be able to to find me, haven't had a connection for years.It's very easy to figure out who has solar installed. Just check billing and find the properties which pay little to nothing for electricity. Then send an inspector around with the legal right to enter private property to verify.
