Thing is, these syndicates rule by violence and terror and are not afraid to enforce that with murder etc. It needs a harsh hand to deal with it, sure if folks surrender or give up, they can be tried and charged but the violent acts and intimidation needs to be met with overwhelming force.

Which is why I stipulated in my letter of appointment as Eskom CEO to declare a State of Emergency with Eskom so the President and I can use the army.
