Think of it more as Fire and Ice.
Some like to start Flame wars I prefer to try and break the Ice.
If you can't keep a sense Houmor then I would say that you are the discombobulated one.
 
This is a crossing the Rubicon moment for the FIA is it not. I would not wish this decision on my worst enemy.

In a sport where 2 tens of a second means the difference between running in the front or running in the middle of the pack you have to wonder how many tens of a second $2-$3 million buys. No matter how much creative accounting is presented as an explanation you have to know where that money was spent.

You must also realize that for the FIA the equation is simple (bums in seats + viewers tuning in = PROFIT). This overspend makes last years final race an even greater fiasco than it was. Would Verstappen have even been there if RB didn't overspend.

Does Verstappen becoming world champion last year increase bums in seats enough to ensure a bumper crop for FIA this year. If the FIA do decide to award penalty points against RB and Verstappen, does that mean Hamilton becomes last years world champion. Not to mention all the fans that will then be less likely to tune in. If they only get a slap on the wrist the whole cost cap is a farce and as someone has mentioned may as well be scrapped.

I don't know if there is a solution here. Maybe the only viable option here is to have hearings under oath and let everyone confess all the shady goings on in the sport we all love ala the Hansie saga.

Then we as fans may get a purer sport, who knows.
 
Easy FIA out - deduct the number of drivers and championship points as the same percentage the budget cap was exceeded as a compensatory measure. Then deduct double this percentage again and fine the team the amount of cash the value of all forfeited points is ultimately worth as a punitive measure. Lastly, a strong public condemnation and reprimand as an opportunity for Ben to address his subjects.
 
FIA should have been more definitive in the punishments from the level of breech. For example

- Over budget but below 10 000 pounds -> s 50% less wind tunnel time.
- Over 10 000 pounds but less than 100 000 pounds -> Addition to punishment above, -10% constructors points or 10 points (which ever is higher), -10% drivers points or 10 points (which ever is higher)
- Over 100 000 but less than 250 000 -> Addition to punishments above, 250 000 pound fine, -50 points etc etc
etc etc


By not being clear on the reprimands from the start, anything they "choose" now will just be called catering to <insert team here> and will be called bias one way or another.

I agree with a caveat.

Are the rules clearly defined (since RB complains about it and there's been some back and forth with the FIA)?

Knowing the FIA, I suspect they aren't and they have to iron out these issues.

What would have been simpler is making a global cap for the team instead of the mish mash they did by including some things and excluding others.

Teams have been exploiting loopholes in the regulations for ages. If you don't want these sorts of things happening, then make the regulations as watertight as possible...

Exactly.

Make the regulations clear cut without any possibility of a discussion.

But they clearly haven't done that and opened the door for RB to argue. RB would be stupid not to seize the opportunity.
