Perhaps $7m and 7 points would've been better?
Would have made no difference. Applying a penalty retroactively might work, but not in the case of last year where Red Bull were so far ahead of Ferrari.

I don't think there's a better solution than the one they've chosen, as much as it does feel fairly insignificant.

Does the fine come out of this year's cost cap?

And 10% aero penalty almost makes up for having an Adrian Newey... almost.
No it doesn't come out of any annual cap.

As a Red Bull fan, I must step back and look at this as if it was Merc in the wrong.

Therefore, I feel the fine should've come out of a budget cap allowance because paying the 7 bar will be super easy with Sponsors income. I feel the fine should be double the percentage of their overspend, and that double percentage applied as a future cost cap reduction.

The wind tunnel reduction is harsh enough, considering they were only going to get 70% of the time as World Champions.

Now to let this run its course on the internet and then hopefully move on with closure from Brazil onwards.

That's interesting. App gives different times depending on selection of "my time" and "track time".

I deliberately didn't check/post my time zone because we have daylight saving time ends on Sunday, I've just thought to check and Mexico does as well. As SA doesn't have a clock change it makes both appear to be the same time.

For the past two years of failure the FIA should be made to face charges of "Bringing the Sport into Disrepute", as they frequently like to accuse the drivers for less.
