I can't believe I'm agreeing with Horner. The current penny pinching policies are stifling innovation in F1 imo.

I also agree. I think a cap overall is a good idea but what makes no sense to me is that the cap reduces each year. Taking that and inflation into account, it just ends up stifling innovation and development and forces the power teams to stretch their resources and team members. I’m sure that they incentivise the team members through bonuses instead since salaries are part of the cap but people end up being pushed too far. Increasing the number of races and adding sprint races is counter intuitive as well

I guess what's true is this year they've had to develop a whole new package. From next year it'll be refining the existing package.

Here is the problem. The rules and the cap was set. Now some teams go full out and develop as much as they can, other take a conservative approach for just in case.
Now the conservative ones are loosing out at this stage as they not spending too much. In the latter part of the season they can consolidate and see if the have enough and spend more and improve their cars.
If the big spenders now complain and get the cap increased, would it not be totally unfair against the teams the did not go full out and stayed within the rules that was set?
If you want to change the rules, change it for next year, so everyone can plan accordingly. Cant change rules to help yourself.

Did you read the link? It also covers things like freight costs which are four times higher this year than last year. All the teams will feel that as no one knew what would happen this year.

Yes I did, doesn't seem to be a big chunk out of the budget. Will it be fair to the teams that did not spend that much yet, to increase the budget? Why does some teams have no problem with the budget? they also have freight costs, accommodation etc?

So you're such a big F1 fan you'd be happy for this to happen?

‘Seven teams would need to miss four races to fit budget cap’

OH the drama. I am sure there will be some penalties involved, just like with engines, gearboxes etc.
You know the cap will be even lower next year? Yet they complaining already?

You know the cap was set to help big teams also? So they would not pull out of F1 in difficult times like Covid etc? Because the big companies makes less money and maybe decide to ditch F1

Precisely.

The whole point of the budget cap was to stop the big teams spending more than the little teams, a big team complaining they're spending too much is a bit of a stupid thing to say.
The trouble is that when the sport was at it's peak, there was so much innovation. We see so little of it these days... and when we do, it's locked away.
