They will be running the Honda Power Unit but with a Porsche Brand.
Honda ended their agreement with Red Bull at the end of last year. Their engines are now developed by a new company, Red Bull Power Trains.

With Honda Engineers seconded to them and Honda IP. They can't now rebrand as Porsche, VW or any other engine manufacturer without it being a conflict of interest.
There may be a deal in the offing for Porsche to Purcahse the Honda IP only time will tell.

I don't think "a conflict of interest" means what you think it means.

Japanese manufacturer had agreed a deal which would see Red Bull set up its own powertrains division using Honda's IP and many of its staff in order to continue using its technology for the duration of the current engine formula.

If the Porsche deal is from 2026 then no conflict, if it is from 2023 then the Honda IP would, effectively, be badged as Porsche.

Your understanding of a conflict is very different to mine.

Ferrari buying Mercedes would be a conflict. They're both works teams and engine suppliers.

RB doesn't supply engines, and Porsche doesn't manufacture an F1 engine...

Well MB supply AMR, but as the Aston Martin Road cars also run with Mercedes Benz Engines that is definitely not a conflict of interest's. If MB suppled Alfa Romeo it would be borderline.
