Sounded like VER couldn't even get the car into neutral when he parked it aftet qualifying and had to kill the engine.

Doubtful, probably just an oversight/bad luck. He seems to have really bad luck this year, especially when it comes to pit stops and safety cars.

Agree with Max. Bring back gravel.

But the reason for the wide runoff's is for the Bikes that also use the same circuits.
Not may circuit owners would want to host only F1 and lose out on the Bike revenue.
