So not only were they in breach, they were gladly going to carry on spending.
What was significant about Singapore regarding putting the brakes on? All I recall was that that's when the other teams made noise, but clearly there was something else happening in the background.

When Red Bull first got word that they may be in trouble, the immediately went into protection mode for their 2022 cap to make sure they did not go over - possibly a kneejerk protection reaction? Not sure how you can deduce that they had an intention to overspend in 2022? If you get caught speeding while on a car journey, human nature is to be overly restrictive of your speed for the rest of the journey to make sure you don't get caught again.

Let's remember that the FIA's investigation results quite clearly stated that Red Bull's 2021 overspend was in no way malicious or intentional. That's the ruling and that's what we must all accept, no matter what your/my/our opinion on the FIA is.

True, of course I forgot this noise is about the prior spend...
Quite likely they just put a halt on it to do a mini audit given the new understanding of the rules.

His ban was lifted. As to reasons why, my guess would be his industry influence. The guy is a grease ball, but he is good at what he does.
What he was good at is finding clever and talented people and bending the rules.
 
FIA falls under French law which has limits on punishments for contract breaches so the lifetime ban was overturned.
It was overturned but Ecclestone refused to issue a paddock pass and no team would employ him.
It was FoM under control of Liberty Media that invited him back in and I think they actually employed him.
