With normal track circuits yes...the challenge comes with street circuits were certain sections of the road have to be closed hours before the start of the race.I think it's not absurd to suggest that in the future, especially with new tracks or tracks with resurfacing/changes, that they coincide the weekend with testing of tyres or some form of testing the week prior.
I don't think this is a case of it just failed and it was an exception - it's something they've recognised and instituted a fix for over a dozen. You can't ganrantee that what you fixed the day before and tested will still be safe thereafter. In fact i do believe they said the safety car had done some laps before the start of FP1 to gauge/test.

I genuinely can't believe they're going to run a practice session between 02:30 and 03:30. Maybe I'm just old, but those times are ridiculous.
