Imagine being one of those retired gambling addicts staying at these hotels with this going on at 02h30. They should be thankful it's not the V10 days...
 
I'd be surprised if those terms say "If we cannot guarantee your safety due to no staff. No refunds"
I reckon those who stayed and got told to leave have a valid claim for a refund. The rest who left at their own volition probably not.
